Barcelona Declaration on Time Policies

Time and the 2030 Agenda
The 2030 Agenda directly addresses health and wellbeing (SDG 3), education (SDG 4), gender equality (SDG 5), decent work and economic growth (SDG 8), reducing inequalities (SDG 10), sustainable cities (SDG 11) and responsible consumption and production (SDG 12). Time and its organisation, management and use have an impact on the other goals.

  • Time and people

    The way people use time is obviously shaped by factors such as their sex, age, income and education. Apart from sleeping and eating, time also needs to be spent on other things including work, household matters, leisure, education and care.

    Problems in balancing work and family life can be compounded, especially for women, in situations such as covid-19.

  • What can public policies do?
    • Prioritise people and the freedom to have time.
    • Put into place structures for work-life balance and caregiving (young children, dependents, etc.).
    • Reach agreements between sectors.
    • Build networks with businesses.
    • Tailor the opening hours of public services, shops, school facilities, etc.
    • Rethink how we interact with the territory, how we move through it and how we use it to go shopping and live our daily lives.
  • Why does the AMB seek to promote time use policies?
    • To rethink the use and distribution of work time and shift towards new work-time models which are more efficient and make it easier to retain talent: efficient work.
    • To balance all other times in daily life with work time while narrowing inequalities: fairness.
    • To share domestic and caregiving tasks and combat the twofold burden on women: joint responsibility.
    • To reduce stress and foster healthy lifestyle habits, eating at healthier times, sleeping more hours, having time for sport: health.
    • To help improve the school performance of children and young people: school performance.
  • Support from the AMB

    The partnership between the AMB and the Barcelona Time Use Initiative for Healthy Society makes it possible to drive time use policies across the metropolitan area and also organise Time Use Week.

    Its purpose is to incorporate the time use standpoint and promote time use policies into the metropolitan area of Barcelona while fostering inter-institutional efforts and pooling resources with organisations operating in the region to put into place time use policies on a metropolitan scale. The support programmes include:

    1. Helping municipalities to drive time agreements and measures.
    2. Transferring good metropolitan practices and sharing among organisations operating in the region.
    3. Mainstreaming the initiatives in the Municipalities for Time Network and in the European Cities Network for Time Policies.
    4. Running Time Use Week, a preeminent global discussion forum for time policies.
